Bio

I am an Associate Professor in the Department of Economics at The George Washington University (effective September 1, 2026) and a Faculty Research Fellow at the National Bureau of Economic Research, in the Labor Studies and Political Economy programs. I earned my Ph.D. in Economics from UC Berkeley, and I am also affiliated with the CESifo Research Network, the ROCKWOOL Foundation Berlin, and the Institute for International Economic Policy.

I am an applied microeconomist studying how to evaluate and improve the performance of public sector organizations, and how government policies affect workers and firms. My research examines the role of management and personnel practices within public organizations, and the impact of policies targeting disadvantaged regions and workers. I study these questions primarily with rich administrative data, combined with natural experiments or randomized controlled trials. Because much of what makes government effective never appears in administrative records, I also use survey data to capture those dimensions — the perceived benefits and costs of public policies, the obstacles to improving performance, and the value that users place on different aspects of the services they receive. My work spans labor economics, organizational economics, and political economy, and has been published in journals including Econometrica, the American Economic Review, the American Economic Journal: Economic Policy and The Economic Journal.
